Separate Technical & Financial Bids are invited from eligible companies/firms with minimum turnover of Rs. 10 Crores per annum and having adequate experience in the field of Security in Government / Semi Government departments/PSUS for providing security cover/ experienced & trained Security personnel/manning of CCTVs in Noida Special Economic Zone spread over 310 acres of land.
The companies/firms interested in providing security cover to Noida SEZ may submit their detailed proposals including Security plan equipments, communication & security devices etc. giving therein inter-alia (1) details of their turnover with documentary evidences regarding financial position (Audited financial statement for last 3 years), previous experience (Experience certificate of Head of Personnel Deptt. of the organization to be enclosed) and ability to provide Security cover, (2) Proof of residence i.e. photocopy of passport, voter ID card etc. Companies/ Firms having turnover in excess of Rs.10 Crores every year for the last 3 years and experience of at least 10 years of guarding and handling Electronic/ Non-Electronic gadgets, viz CCTV, Access control & Basic Crowd Control Devices will only be eligible to submit proposal.

Bidder must submit earnest money deposit (EMD) of Rs. 1,00,000/- (Rupees One Lac Only) in the form of DD in favour of Development Commissioner, Noida SEZ payable at Noida/ Delhi along with the Bid to be submitted in a sealed envelope. Bids found open are liable to be rejected. No tender document has been prescribed. Bidders may submit their proposals on their letterhead.

- The agency shall provide Security Service by deploying adequately trained and well disciplined security personnel, with 25% Ex-servicemen who shall safeguard the buildings, moveable and immovable assets, equipments and other items at the above address from any thefts, pilferage or damage and also ensure safety of the employees, visitors, guests, residents or any other persons working in its complex.
- The security personnel shall be deployed round the clock in 3 shifts at the office of aforesaid to safeguard the premises.
- The company should be having valid ESI, EPF No., Income Tax Account No, Service Tax Nos. and TAN (TDS Account Number).
- The company should have minimum annual turnover of Rs. 10 Crores every financial year for the last 03 financial years. Audited Balance sheet to be produced as proof thereof.
- The Company should possess adequate experience of at least 7 years of Guarding and handling Electronic/ Non-Electronic Gadgets, viz CCTV, Access Control & Basic Crowd Control Devices duly certified by the clients.
- The Company should also have its own training School/facility for the personnel deployed. Proof of the same be submitted.
- The company should be capable of providing Armed Guards and should have a centralized 24 hrs. Manned control room backed up with wireless communication and transport fleet (QRT) Quick Reaction Team.
- The Company besides providing Security Services should be capable to monitor Traffic Safety, Parking & Trespassing.
- The Company should be able to provide a Bank Guarantee of Rs. 20 Lakhs during the currency of the contract which will be renewed form time to time as per further renewals of the contract.
- Guards should be covered by Group Personal Accident Insurance Policy (GPAIP) other than ESI.
- The Agency should have a contract running presently with at least 3 Govt. /Semi-Govt. Establishment wherein total strength of 100 or more security personnel deployed at the site.
- It shall be the sole liability of the Contractor (Including the contracting the firm/company) to obtain and to abide by all necessary licences/permissions from the concerned authorities as provided under the various labour legislations including the labour licence obtained as per the provisions of the contract labour (Regulation and Abolition) Act 1970.
- The contractor shall discharge obligations as provided under various applicable statutes including the Employees State Insurance (ESI) Act, 1948, the Contract Labour (Regulation of Employment & Conditions of Service) Act, 1979, the Minimum Wages Act 1948, the Payment of Wages Act, 1936, the workmen’s Compensation Act, 1923 and other relevant Acts, Rules and Regulations enforced from time to time.
- The contractor shall be responsible for required contribution towards PF, Pension, ESI or any other statutory payment to be made in respect of the contract and the personnel employed for tendering service to NSEZ and shall deposit these amounts on or before the prescribed dates. The Contractors shall submit the proof of depositing the employees and employers contribution.
- The contractor shall solely be responsible for the payment of wages and other dues to the personnel deployed by him latest by 7th of the subsequent month.
- The contractor shall provide uniform to all the persons engaged by the contractor to work at NSEZ.
- The Contractor shall ensure regular and effective supervision and control of the personnel deployed by him and gives suitable direction for undertaking the contractual obligations.
- The contractor shall not employ any person below 18 years of age.
- The Contractor shall deploy 30 Trained Security Guards, 2 Security Guards having driving licence, 4-Security Guards with 12 bore licenced gun, 3 supervisors not below the rank of JCO. This strength may be decreased or increased at any time by the Competent Authority. In case of shortage on any day, deduction shall be made in accordance with the rates of personnel quoted in the Bid. Rate of each category must be quoted in the bid.
- The contractor or his employee deployed in the NSEZ shall not cause any nuisance/ inconvenience of whatsoever nature resulting in disturbance/inconvenience to allotees/workers of units/ visitors. The contractor shall be liable for such action on the part of his employees deployed in the NSEZ.
- Payment: The payment shall be made against monthly running bills as per attendance of Security Personnel & on satisfaction of the Competent Authority.
- Contract Period and termination of Contract: The contract shall be initially of one year extendable for a further period of two years at the same rate, terms & conditions, at the option of D.C., NSEZ after evaluation of their services, if found satisfactory and such extension shall be binding on the contractor. Notice of intention extend the contract will however, be given 30 days before expiry of the contract. DC, NSEZ reserves the right to terminate the full contract or a part at any time without assigning any reason therefore by giving 30 days notice in writing. The contractor shall not be entitled for any compensation on account of such termination.
- Security deposits will be forfeited in case of termination of contract due to poor performance by the contractor. The penalty imposed, if not possible to be deducted against the work done, shall be adjusted against the Security Deposit. The earnest money shall be converted into Security money.
- The details given in the special condition of contract are tentative only and not exhaustive. NSEZ will issue further necessary details as per requirement during executions from time to time and the work will be done in accordance therewith.
- The contractor must ensure that the supervisors are traceable on mobile phone and report daily to the NSEZ Admn. The contractor or his authorized representative will be subject to police verification regarding their antecedents. Contractor will submit Police verification within 3 months from the date of award of contract.
- Safeties and Security: The contractor’s staff shall abide by the existing security rules/ regulations precautions as per instructions given from time to time. NSEZ is a Customs bonded area and entry and exit would be from the main gate only, goods and vehicle coming in and going out of NSEZ shall be liable for checking by NSEZ Security/Customs staff.
- Penalty Clause: In case, performance is found unsatisfactory, lump sum deduction on this account shall be made at the rate of Rs. 20,000 for every instance.
