1. Criteria for establishment of 100% EOUs:

  1. The units will have to export their entire production against freely convertible currencies and to General Currency Areas. However, exports to RPA are also allowed under certain conditions.
  2. Certain supplies in domestic tariff area (DTA) (within the country) also quality for discharge of export obligation against payment in Indian rupees.
  3. Supplies in the DTA against payment in foreign exchange also qualify for discharge of export obligation.
  4. Depending upon the sector, the units have to achieve a minimum export turnover of US$ 0.25/0.5/1.0 million or three times the value of capital goods, whichever is higher.
  5. The units have to achieve a minimum net foreign exchange earnings as a percentage of exports (NFEP) as specified in the EXIM policy. This generally varies between 7% for plain gold jewellery to 10% for computer software, textiles and garments, leather products, granite.
  6. The units are allowed to market 50% the FOB value of exports in the domestic tariff area if the units achieve necessary NFEP stipulated in the Appendix-I of the EXIM Policy.

 

2. The mode and manner of grant of approval to projects:

  1. Most of the projects fall under the automatic approval route and the approval is granted by the Development Commissioner.
  2. In a few cases, where the item is otherwise covered by an Industrial license etc. the cases are submitted to the Board of Approvals. All approvals are granted in a time-bound manner.

 

3. Location analysis and transport from International Airport:

Noida SEZ is located on the outskirts of New Delhi, capital of India, in the district Gautam Budh Nagar of Uttar Pradesh state. It is 30 kms. from New Delhi International Airport, 18 kms from Inland Container Depot (ICD), Tughalakabad, New Delhi and 20 kms from Container Freight Station (CFS), Patparganj, New Delhi. Noida Township has strong industrial base with more than 3000 industrial units.
5. System of allotment of land:

On the basis of approval of the project, lands are allotted on a 15 year lease, extended from time to time. There is no outright sale.

6. System of allotment of space in SDF/Industrial plot:

SDF buildings are given on a ten years renewable lease/rent basis and there is no outright sale.

7. Specification of SDF:

Four storied structure, each module of about 500 to 652 sq mtr area with separate ingress and egress and provision for passenger and service lift.

8. System of preferential treatment of new companies:

Priorities given for allocation of space/land to industries for manufacture of low volume, high value & skill intensive products like electronics, gems & jewellery.

9. Tax deduction etc:

Under the current policy, all units in the zone are entitled to tax holiday upto 31/3/2009. The units are entitled to duty free procurement of materials almost without any restrictions on imports and exports.

10. Steps for approval of projects:
  1. Development Commissioner, Noida SEZ , is competent to approve the project in Noida SEZ which fall under the automatic approval route. All other cases are to be submitted to the Board of Approvals for consideration. All applications in 3 (three) copies in the prescribed formats are to be submitted to the office of the Development Commissioner.
  2. This office also provides assistance for securing other approvals and sanctions, from other regulatory authorities such as Inspectorate of Factories (for factory building and layout plan), Financial Institutions (for financial assistance) and Reserve Bank of India (for completion of various formalities).
11. Other entitlements:

DTA Sale

50% of the FOB value of exports may be sold in the domestic tariff area (DTA) subject to payment of applicable duties.

12. Deemed export qualifying for discharge of export obligation:
  • Supplies effected in DTA in terms of paragraph 8.2 of the policy;
  • Supplies effected in DTA against payment in foreign exchange; and
  • Supplies to other EOU/SEZ /EHTP/STP units provided that such goods are permissible for procurement in terms of paragraph 6.2 of the Handbook of Procedures (Vol I). (Importability of goods by EOU/SEZ /STP/EHTP)
  • Supply of goods against special entitlement of duty free import of goods

 

13. Abstract of the current status:

  1. Communication: NSEZ is well connected by all whether roads. Travelling time is about 45 minutes from the heart of Capital City of New Delhi and about one hour from Airport.
  2. Wage costs: Units set up in Noida SEZ are guided by the provisions of Labour Welfare Legislations such as minimum wages act, industrial disputes act. Presently minimum wage level for workers varies from Rs. 2200 to Rs. 3500 (approx), whereas salary of executives ranges upward from Rs. 10000 per month with other perquisites.
  3. Workforce skills: The area is located in the industrial city of Noida and skilled workforce is available in the vicinity. This includes both construction work as well as operation of units. Highly trained & qualified man power is available in and around New Delhi.
  4. Market Access: Both the EXIM policy and the Operational Guidelines framed provide for access to the domestic market linked to the export performance. Certain supplies by the units in the zone to the units in the domestic market also qualify for discharge of export obligation and are treated as deemed exports.
  5. Foreign investment: Foreign investment upto 100% is permissible.
  6. Property cost: Land and premises in the zone are allotted long term lease at affordable costs. Presently, the average cost of construction of facilities is about Rs. 5000 per sq mtr. The services of competent construction agencies readily available at the site. The average property cost outside varies from location to location and depends on the facilities.
14. Literacy:

The area is located close to New Delhi with a high degree of literacy, formal and informal education, availability of facilities for education and considerable mobility of labour.
